Early Childhood Development

Helping Mothers Have Healthy Babies

Program Overview

Healthy Start has designed an early childhood development (ECD) department to provide developmentally appropriate activities in a center-based environment for children while their parent(s) or caregiver are attending groups or accessing services within the agency.

Healthy Start's Child Development program is not a licensed child-care service. Drop-in center-based child-care services are available Monday through Friday from 8:30 a.m. until 4:00 p.m. at each location.

The Early Childhood Development Specialist and a team of certified Early Childhood Development Advocates, supervise child care services.

Families attending the early childhood development center-based experience will be provided with activities that stimulate and promote development in physical, cognitive, social and emotional, self-help, language and literacy, and the creative arts areas.

What is physical development?

Physical development involves engaging the small and large muscles within the body.

What is cognitive development?

Cognitive development involves engaging brain stimulation through a variety of skills, sensory development, trial and error, repetition, visual memory, visual discrimination, auditory memory and auditory discrimination.

What is social and emotional development?

Social and emotional development involves engaging in activities with others while experiencing interactions that encourage cooperative play, peer relationships, empathy for others and self esteem.

What is self-help skills?

Self -help skill involves engaging in activities that encourage imitation and independence with during everyday activities such as feeding self, dressing, cleaning, toileting, tooth brushing and other basic needs.

What is language and literacy?

Language and literacy involves engaging in activities that promote receptive and expressive language skills within a print worthy environment.

What is creative art?

Creative art involves engaging in art, music and dance experiences.

Early Childhood Development will provide these types of services while families are conducting personal business, attending groups, workshops or training sessions within the agency during regular business hours

Other Services Provided

The Early Childhood Development (ECD) department also hosts child-related or family related activities for special projects, events, fairs community and citywide events.

Child Protective Services Parenting

Healthy Start provides parenting education classes designed specifically for parents with Child Protective Services (CPS) involvement who are or are not eligible for Healthy Start services. It is also designed for parents who are at risk for having child protective services cases reopened or initiated. Parents in need of assistance with parenting concerns are invited to participate in these classes as well.

Parenting classes are designed to meet the requirements for the Department of Social Services via The Family Services Unit or Family Preservation Unit and the Circuit Court for Baltimore City Division for Juvenile Services. The Early Childhood Development Specialist facilitates the parenting classes and the Early Childhood Development Advocates have been trained in a variety of topics. These classes assist parents in gaining control of their parenting solutions to everyday situations. The chief objective of the information administered during the session is to provide parents with pertinent information and techniques to improve parenting skills.

Topics include the following: child development, child abuse, sexual abuse, the miracle of birth, building self esteem in children, building effective communication skills with children, the role of the family court system, discipline, developing values in children, anger management, time and stress management, age-appropriate behaviors in children and non-sexist childrearing practices.

In addition, participants will be referred to other resources that will assist them with acquiring other mandates such as psychological evaluation and mental health services.

CPS Parenting Class Requirements

Participants mandated by DSS to attend CPS parenting are required to attend ten (10) sessions. Participants must actively participate and will receive documentation from the agency that will describe the participant's enrollment, participation and # of sessions completed.
