New Board Members

Patricia Welch, Ph.D.

Baltimore Healthy Start Baord Member: Patricia Welch, Ph.D.Patricia L. Welch is a native of Kinston, North Carolina and was educated in the Baltimore City Public Schools. She earned a Ph.D. in Curriculum and Instruction from the University of Maryland at College Park and taught in the Baltimore City public schools for 23 years. In 1997 she was appointed to the Board of School Commissioners for the Baltimore City Public School System, where she served as chair until 2005. Currently, she is the Dean in the School of Education and Urban Studies at Morgan State University where she oversees the management of programs at the baccalaureate, master’s and doctoral levels.

Pearl D. Holland, MPH, RN.

Baltimore Healthy Start Baord Member: Pearl D. Holland, MPH, RN.Pearl D. Holland recently retired as the Director of Public Health Nursing for the Baltimore County Department of Health. She received her MPH from Johns Hopkins University and has held numerous positions as a Chief Nurse and in pediatric nursing.

Ms. Holland is a grant reviewer for the Division of Nursing for the State Department of Health and Human Services and is a member of numerous professional and community organizations including the Chi Eta Phi Sorority, Inc.; The Virtual Advisory Council for Rush University for their new On-line Graduate Program in Community Health Nursing; and past Vice Chair and Chair of the Ames Shalom Community, Inc.

Rev., Dr. Cecil Conteen Gray

Baltimore Healthy Start Baord Member: Rev., Dr. Cecil Conteen GrayRev., Dr. Cecil Conteen Gray, Pastor of Northwood-Appold United Methodist Church, is Co-Founder, President and Operator of the Northwood Appold Community Academy Charter School. Dr. Gray teaches in the Department of Philosophy and Religion at Morgan State University and in the Department of Theology at Africa University (Zimbabwe).

He is a lecturer, teacher, consultant, facilitator for scores of universities, and author of one book and hundreds of articles and papers. His higher education and training occurred at the United States Military Academy, West Point, New York; the University of Virginia, Charlottesville, Virginia; the Global Academy, Chicago, Illinois; Wesley Theological Seminary, Washington, D.C. and Temple University, Philadelphia, PA.
